The Illinois State Toll Highway Authority is giving notice to supplement contract I-21-4744 with STV Inc. This contract provides Phase III construction management services for construction contract I-21-4736, Railroad Bridge Construction, Union Pacific Railroad over Grand Ave, East of I-294. The Phase III construction management services scope of work includes on-site inspection, layout review of contract including design changes, geotechnical inspection and testing, records preparation, documentation, preparation of pay estimates and change orders, and other duties as required to complete the construction projects in accordance with Tollway specifications. The original contract was solicited on PSB 21-3 and issued under BidBuy Bid Number 19-557THA-ENGCO-B-24521. It was approved by the Tollway Board on April 26, 2020, via Board Resolution number 22440 for $3,122,000.00. A first supplement was approved on December 10, 2024, to increase the contract by $1,500,000.00 for a revised contract amount of $4,622,000.00. This second supplement will provide for additional Phase III construction management services to be provided under contract I-21-4744 with STV Inc in the amount of $995,000.00 resulting in a total contract authorization of $5,617,000.00. Contract I-21-4744 is being amended to provide additional Phase III construction management services. The construction contract has been extended due to delays associated with utility relocations, UPRR flagger requirements, and unforeseen conditions. As a result, construction is currently anticipated to continue through summer of 2027, with project closeout expected to be completed by the end of 2027. This requires additional construction management and inspection, project documentation, and project closeout to be provided by the current construction management team. The additional work is germane to the original project and within project limits.
