Item Information

Item # 1:   ( 946  -  85 )   CET was granted the Federal money used to create the Fund along with the requirements that flow with that money outside of Illinois EPA's control. CET is the only organization that can provide management of the CET-created Fund. Federal Grant agreement stipulates that that the Fund will continue to be administered by CET. The grant agreement states that CET will use a restricted revolving funding model to identify and invest in early-stage clean energy businesses and will manage the Fund to provide financial assistance to select, high-growth companies. There was a cooperative agreement between DCEO and CET. The entire program shifted from DECO to EPA. At some point prior to the program coming under EPA the agreement expired. CET already has the funds from DOE but there is no agreement in place for CET to carry out the necessary requirements associated with the money. They have investment and reporting requirements. The pre-existence of the Fund at CET is what necessitates the need for the sole source contract.
